SALHN MH Adult Community Mental Health (ACMH) Reform | Notification of Dispute and Documents For Consultation

Notification of dispute about consultation:

On Monday 8 July 2019, SALHN MH issued an email to staff, and a subsequent letter to the PSA, outlining the implementation plan that was noted to commence that day.

This raised numerous concerns for the PSA, and these concerns were confirmed with PSA members at meetings held at both Inner South and Outer South CMH last week.

Issues included the lack of consultation on the plan itself, which SALHN MH assured staff and unions would occur; and also a number of steps contained within that process that require consultation, which have not been factored in to the timelines for implementation.

As a result, the PSA wrote to the Chief Executive Officer of SALHN on Monday 15 July 2019, requesting:

  •  That the current process of implementation cease until such time as resolution is reached regarding how the concerns noted in the letter will be dealt with; and
  •  That SALHN MH agree with the consultation requirements noted in the letter, and meet with the PSA and our Worksite Representatives (WSR) to discuss how these matters will be addressed, such as time frames, information requirements etc and to also discuss the subsequent amendment of the time frames for the implementation plan.

After the letter was finalised, the PSA received notification from SALHN, following requests from unions, that consultation regarding the Operational Guidelines, accommodation and rostering would be extended to Friday 26 July 2019.

The PSA emailed the CEO acknowledging this advice, and also stating that concerns remained about all other matters contained in the correspondence forwarded, including the flow-on affects from the extension of consultation for those matters, on other stages of implementation as described in the PSA's letter.

SALHN MH have now called an urgent meeting with the PSA on the afternoon of 16 July 2019 to discuss these concerns. The PSA will keep members’ updated following this meeting.

PSA member feedback sought – draft Operational Guidelines; accommodation plans; and rosters.

Draft documents relating to these matters were released by SALHN MH on Friday 12 July 2019, with corrected accommodation plans re-released on Monday 15 July 2019. The original closure of feedback was noted to be only 9.5 days after release, and it was only following advocacy from the PSA and other unions that SALHN MH advised that consultation would now close at 5:00pm on Friday 26 July 2019.

The PSA is seeking feedback from members regarding those three matters. Please forward any comments to PSA by email by close of business on Tuesday 23 July 2019 to allow them to be included in a collated and non-identifying manner in the PSA's response.
