NORTHERN ADULT COMMUNITY MENTAL HEALTH (CMH) – WITHDRAWAL OF “PILOT TO CONSOLIDATE THE 5 AND 7 DAY MODELS ACROSS NALHN ADULT COMMUNITY MENTAL HEALTH SERVICES” PAPER BY NALHN

21 November 2016

As members would recall from the Information Update issued by the Public Service Association (PSA) on 8 November 2016, the PSA held serious concern with NALHN MH's release of a discussion paper for consultation titled “Pilot to consolidate the 5 and 7 day models across NALHN Adult Community Mental Health Services”.

The PSA's concerns around the release of this document were as follows:

  • the report that this pilot had come from, the NALHN MH “Community Redesign Project Summary” for Northern Adult CMH, had not been consulted upon therefore consulting about a pilot when the wider recommendations had not been consulted upon was a concern; and

  • the Deloitte report into Community Mental Health (covering all metropolitan Adult CMH) is currently undergoing consultation, hence a potential for confusion and also a concern given that the Deloitte report states clearly that "LHN’s should review both their locally developed solution ideas and the suggested overarching recommendations. Local implementation plans will need to be developed following consideration and acceptance of the recommendations."

As a result of the above the PSA advised NALHN MH that we could not consult with members regarding the Pilot Discussion Paper.

The PSA welcomes the email sent by NALHN on 16 November 2016, advising that the Pilot Discussion Paper had been withdrawn with a revised proposal discussion paper and a revised consultation period being distributed in the near future.

The PSA believe that this decision, a direct result of advocacy by the PSA, is a win for members, allowing you to focus on consultation surrounding the Deloitte report and also the NALHN Adult CMH “Community Redesign Project Summary” recommendations, with the PSA forwarding members' feedback to both of these papers soon.
