Many members are feeling the impacts of the proposed staff cuts in the Department for Education. The impact of government cuts are a loss of specialised skills from the public sector, a loss of programs and a loss to the community. The PSA has held four consultative meetings so far with PSA members and has been gathering your feedback around the proposed DE job cuts and associated restructures.

As reported in the Public Service Association’s (PSA) Information Update on 20 December 2017, the PSA had lodged a dispute in the South Australian Employment Tribunal (SAET) about three TAFE SA Internal Reviews/Restructures and Realignments and the Nous Review announced by the then Minister for Education and Higher Skills.

In a decision handed down today the South Australian Employment Court has found the PSA has an arguable case that the Government has breached its obligations to consult with the PSA and our members about matters arising from the privatisation of the Adelaide Remand Centre.

SALHN has announced that, due to changes in the Health environment, the SALHN Allied Health and Intermediate Care Model 3.1 will not be rolled out. The PSA has provided SALHN with a considerable amount of member feedback about this proposed structure during the draft stages of the proposal.

Further to the extensive feedback provided by PSA members to SALHN MH management in December 2018, SALHN MH have indicated that changes have been made to the original SALHN Adult CMH Reform Service Plan and Workforce Proposals.

The PSA attended a conciliation conference in the SA Employment Tribunal (SAET) in relation to the SOP 90 “Management of Prisoners at Risk of Suicide or Self-harm” dispute. The PSA was represented by PSA Worksite Representatives from the AWP, PAP, YLP and the ARC. Two Senior Industrial Officers from the PSA were also in attendance.

The creation of a prevention agency called Wellbeing SA is referred to in the State Government’s policy platforms: Better Prevention for a Healthy South Australia and Targeted Health Prevention. Until now the PSA has not been included in any consultation on the early development of this prevention agency.

Serco has been awarded the contract to operate the Adelaide Remand Centre (ARC). The first public announcement about the decision was made by Serco to their shareholders through a stock exchange announcement late last night in a sign of where the government’s priorities in prison management in this state appear to lie.

PSA Members have raised concerns about the current trial which is under way centralising Emergency Accommodation. The PSA has requested a meeting with Housing SA to discuss the impacts of this trial. Members are encouraged to provide feedback about how the trial is impacting them to be submitted at this meeting.

The PSA is assisting SA Pathology Phlebotomist members towards a group personal reclassification. Much of the work has been done and the group submission is imminent.

The Department for Education (DE) has written to the PSA to inform us of the creation of a Child and Family Intensive Support Unit. The Child and Family Intensive Support Unit is proposed to involve a Machinery of Government Change that will affect 211 FTE within the Department for Education proposed to be transferred to the Department of Human Services as of 1 July 2019. DE has informed the PSA that all staff are proposed to transition and there will not be a reduction in roles or service delivery.

The Public Service Association (PSA) has been informed that changes members asked for to the new Organisation Structure have been accepted. These changes include a reduction in Executive Director and Director positions as well as changes to the structure which re-balance focus on Heritage and Native Vegetation.

The legal case about the privatisation of the Adelaide Remand Centre and proper consultation around that decision and subsequent implementation continued this week. There have been two further appearances before the South Australian Employment Court this week following our previously reported appearance on Tuesday 19 March 2019.

The Landscape South Australia Bill 2019 was introduced to the Parliament last week. This Bill is intended to replace the current Natural Resources Management Act. This is our first chance to see the State Government’s vision for the Department and the work and working arrangements for members in DEW, including how the proposed Landscape Boards will operate.

Negotiations on your Enterprise Agreement held on Wednesday 6 March 2019 reached the point where the government representatives advised they will make a cabinet submission which should result in a formal offer.
If this offer is accepted by the employee representatives (including the PSA), a draft Enterprise Agreement (EA) will be sent to all Assistants to Members of Parliament to vote either "Yes" or "No".
