IRC SA Dispute Update - Enfield Campus

The Public Service Association (PSA) recently lodged a dispute in the Industrial Relations Commission of South Australia (IRCSA) in relation to consultation concerns surrounding the proposed closure of Enfield CAMHS. The IRCSA had listed the PSA's matter for a voluntary conciliation conference on 16 March 2017.

Prior to that date, CAMHS Executive sought an urgent meeting with the PSA and agreed to cease all “contingency planning” discussions relating to any proposed closure of Enfield CAMHS until such time as a final decision had been made. As such, the PSA advised the IRCSA that the Voluntary Conference need not yet proceed. Due to the continuing concerns of members the PSA sought that the matter was adjourned with liberty to apply for another hearing if required. This was agreed by Commissioner McMahon.

The PSA attended the meeting with CAMHS Executive accompanied by Enfield CAMHS PSA Worksite Representative Shoona Howard. Unfortunately, from the PSA's perspective there was no resolution of the issues raised regarding genuineness of consultation, and whether it is indeed in good faith, pertaining to the proposed closure of Enfield CAMHS. Enfield CAMHS members supported the PSA seeking the assistance of the IRCSA again, especially given that CAMHS Executive had extended consultation until 31 March meaning that would not delay this process. As a result, the PSA contacted the IRCSA seeking that the matter be re-listed for as soon as possible. This matter has been re-listed for 22 March 2017.
