Dispute Withdrawn - DECD Corporate Office Review - Review of Job and Person Specifications

Public Service Association (PSA) members would be aware that the PSA recently notified the Department for Education and Child Development (DECD) of a dispute on the basis that the Agency had not reviewed staff Job and Person Specifications (J&Ps) as is required prior to a Review or Restructure process. DECD had committed to undertaking this process in resolving a prior Dispute.

PSA had a large number of members reporting that they had not had the opportunity to review their J&Ps either because they had not been provided with their J&Ps or they were told that their J&Ps did not have to be reviewed as they did not have a position in the new structure. Subsequently the PSA notified DECD of a dispute.

DECD has provided the PSA with the opportunity to view the emails as detailed below to provide evidence that they had complied with their commitment and have also emailed Managers to remind them that if they are approached by staff to review their J&Ps that Managers are to cooperate with the process. On this basis the PSA has notified DECD that the Dispute is resolved.

School and Preschool Improvement

Email on 18 December 2015 to staff requesting that they review their J&Ps.

Follow up email sent to staff on 18 December 2015 providing the link to the location of role statements.

Learning Improvement

Email to all administrative service officers on 24 December 2015 requesting that they review their J&Ps.

Administrative staff were provided with relevant J&Ps to review.

Statewide Services and Child Development

Email to Statewide Services and Child Development (SS&CD) leadership team on 1 December 2015 and 8 January 2016 requesting that J&Ps be reviewed.

On 5 February 2016, the leadership team were advised of the central location for SS&CD J&Ps.

Finance and Data Division

Email sent to Finance and Data (F&D) leaders on 15 December 2015 to request that all staff participate in a review of the J&Ps. Staff were individually provided with their own J&Ps to review.

A follow up email to F&D Leaders sent on 22 December 2015.

Office for Strategy and Performance

Email sent to all Office for Strategy and Performance staff on 22 December 2015. Staff were provided with a link to access J&Ps on 23 December 2015.

Change Management Unit

Confirmation received on 21 December 2015 that Performance Developmental Processes (PDP) processes had been completed with all employees within the last six months.

Through the PDP process, confirmation was obtained in relation to the currency of J&Ps.

Office of the CE

Confirmation received that there have been no role changes in the office.

Infrastructure Division

Email sent to Infrastructure staff on 5 January requesting them to review their individual J&Ps. J&Ps were either provided individually or made available to be accessed.

People and Culture Division

Email sent to employees subject to the ‘phase 1’ consultation process on 8 January 2016. This communication included the link to where individual J&Ps could be accessed.

DECD have now also provided 'phase 2' staff with access to their J&Ps for review.

PSA members who have not received the information above or have not been provided with the opportunity to review their J&Ps should immediately advise their line manager and contact the PSA. The PSA will ensure outstanding issues are progressed with DECD to an early resolution. The PSA encourages DECD members to review their J&Ps to make sure they are current, even those not affected by the Corporate Review.
