The Public Service Association (PSA) has been formally advised of a proposed restructure of the Financial Accounting Directorate and attended the subsequent staff meeting on Friday 4 May 2018 as part of the commencement of the consultation process.

In 2010, the implementation of an Integrated Finance structure was approved. Since then there has been ongoing reviews and realignments of the Directorate, most recently in 2016, as a consequence of hospital revenue services transferring back to Local Health Networks and an increase in the scope and complexity of Financial Accounting responsibilities.

The PSA has been advised that a review of ongoing resource requirements to fulfil statutory reporting, taxation and financial management compliance obligations has recently been undertaken. Business reforms, including process standardisation and/or automation, cross skilling and succession planning have resulted in additional efficiencies being achieved and, as a consequence, there are now positions which are proposed to be excess to requirements.

There are seven ongoing positions that are proposed to be abolished, as well as 7.7 FTE temporary positions that will become vacant on 30 June 2018 (consistent with the Aged Debt Remediation Project Plan). There is also the proposal of the conversion of a temporary ASO-6 position to ongoing with the Debt Management Services.

A Discussion Paper, which includes proposed organisational charts is now available for consultation (here) until close of business 18 May 2018. PSA members are encouraged to provide feedback. The proposed recommendations, if agreed by staff, will take effect from 1 June 2018.
