Advanced Correctional Officer (CO3) Assignments Dispute

The PSA attended the SA Industrial Relations Commission (SAIRC) on 28 September 2016 in relation to the ongoing dispute about the establishment numbers used for calculating the 30% benchmark for Advanced Correctional Officer (CO3) assignments.

The parties were not able to reach agreement at the SAIRC. DCS maintained that establishment refers to budgeted posts for which it was funded on 1 January 2013. The PSA maintained that the 30% benchmark should be determined by the number of CO2 on a respective prison roster on 1 January 2013. It was agreed that the PSA and DCS would meet in an attempt to resolve the issue with a report back to the SAIRC scheduled for 9 November 2016.

The PSA met with DCS management on 17 October 2016. At the meeting the PSA requested the following information in an effort to progress and resolve the issue:

  • DCS to provide a summary of all OPS2/CO2 by institution, that were employed on 1 January 2013
  • DCS to note on this list all OPS2/CO2 who were on secondment, the date secondment commenced and where seconded
  • DCS to provide current total number of CO3 by institution

On 28 October 2016 DCS responded to the PSA request for information stating that it viewed the meeting between the parties, as agreed at the SAIRC, was to provide clarity and was not for the purpose of negotiating a different outcome. Accordingly DCS considers it has met with the PSA in good faith and it does not support the provision of further information or meetings as requested by the PSA.

The PSA will meet DCS again at the SAIRC on 9 November 2016.
