Government Issues Enterprise Agreement Offer | PSA Worksite Representatives Recommend Support

11 December 2017

Following tough negotiations driven long and hard by the PSA the government has now issued an offer for a new enterprise agreement. The offer can be found here.

The terms of the offer contain all the matters agreed in principle with the PSA.

The PSA Council unanimously determined to put the terms of the offer to Worksite Representatives for their consideration, and if they so decided, for recommendation to members.

Worksite Representatives today determined to support the development of a new salaried agreement, and to recommend that PSA members support a proposal for a new agreement, based on the terms of the offer. PSA Worksite Representatives unanimously passed the following motion:

“This meeting of PSA Worksite Representatives accepts the offer the PSA has received from the government for a new enterprise agreement.

“We determine to support the development of a new enterprise agreement based on the terms of the offer received by the PSA.

“We recommend that PSA members support a proposal for a new agreement based on the terms of the offer received by the PSA.”

All PSA members’ required objectives have been achieved in the terms of offer to the maximum extent possible in this round of enterprise bargaining.

Wage increases
The proposed wage increases are reasonable in all the circumstances. Around 90% of PSA members will receive pay rises equivalent to 2% or greater under the terms of this offer. This is in addition to the extensive range and substance of new and improved conditions.

Conditions
Around 350 new or amended clauses and sub clauses are proposed for the new agreement – all of which go to protecting and improving PSA members’ job security and conditions, and protecting the safety of those conditions, and the integrity of your agreement. Around 36 separate items are specified in the letter of offer reflecting the range of conditions improvements achieved by your PSA.

PSA Members’ Objectives Met
Members told us you required an agreement which included job security, a fair wage rise, protection from unreasonable workloads, expressed in clear and unambiguous terms for consistency of implementation, and with provision for fair and consistent classification.

The government’s terms of offer confirm that those objectives have been met for this round of enterprise bargaining.

The PSA will shortly issue a more detailed EB Update which will deal with the specifics of the government’s offer and explain what it means for PSA members, and the process from here.
